Import Commodity Clearance (ICC) Sampling and Inspection

This includes Pre-shipment Inspection and Post-shipment Inspection.

What is ICC Sampling and Inspection?

Import Commodity Clearance (ICC) Sampling and Inspection is one of the certification schemes by the Bureau of Philippine Standards (BPS) to ensure that imported products meet Philippine National Standards (PNS) before entering the local market. This process involves product inspectors conducting thorough inspections of commodities within the company’s warehouse.

This inspection is vital for protecting consumers, ensuring product quality and safety, and maintaining fair trade practices.

Upon successful inspection, the importer will receive an ICC certificate, with or without stickers, depending on the product.

What is Pre-shipment and Post-shipment Inspection?

Pre-Shipment and Post-Shipment Inspections are critical components of the Import Commodity Clearance (ICC) schemes administered by the Bureau of Philippine Standards (BPS) to ensure that products meet Philippine National Standards (PNS) both before and after they are shipped to the Philippines.

Pre-shipment inspections involve product inspectors conducting thorough evaluations at the manufacturing site, vessel, or point of origin. Post-shipment inspections are conducted at the port of entry or warehouse.

These inspections are crucial for protecting consumers, ensuring product quality and safety, and maintaining fair trade practices.

Upon successful post-shipment inspection, the importer will receive a Statement of Confirmation (SOC), allowing the imported products to be sold in the local market.

How Apexcert Can Help

Here’s our simple and summarized process for ICC sampling and inspection.

1. Sampling

Samples of imported commodities are taken from shipments either at the importer’s declared warehouse or on the vessel, as applicable. This ensures that products meet specified standards and requirements, following systematic guidelines for accuracy and reliability.

2. Inspection

Inspections occur at the importer’s declared warehouse or on the vessel, as applicable. This involves verifying the completeness and accuracy of shipment details against submitted documents, and ensuring compliance with Implementing Guidelines (IG), Memorandum Circular (MC), Department Administrative Order (DAO), and product-specific Philippine National Standards (PNS). .
